With the development of this service we create an environment to not only assist in meeting the identified needs but create a vehicle to create related aviation services that can provide on-going financial self sustainability for the defined initiatives.

  As the need for medical awareness workshops and seminars are becoming more required in rural areas, the Consortium will assist in providing these resources to tribal clinics and community health centers. Data across the nation shows alarming statistics in the American Indian population concerning diseases such as diabetes, heart disease and cancer.
Statistics for these major diseases are far above the national average for Native Americans and American Indians (AI/NA). Diabetes for instance 1994 through 2002 was over twice the national average in the NA/AI population (CDC 1994-2004) and has continued to increase.
The statistics for diabetes on this report show an alarming increase across the age spectrum; a disturbing trend is emerging in American Indian populations. AI populations in general are being diagnosed at younger and younger ages with diabetes; meaning a greater demand for health care services as the disease progresses over time.
Heart disease and cancer are also occurring at higher rates in AI/NA communities across the Nation. Heart Disease in particular is well over twice the national average and has many similar components of contraction as diabetes.
Therefore, a primary objective of the Tribal Air Consortium will be to facilitate health/wellness training or seminars by providing air transportation and coordination for the AI/NA medical staff and their general public.
We will be able to provide a needed community service while meeting our mission in providing assistance to the Native American tribes by offering educational workshops at the more remote tribal locations.

Formal dialogue with various tribes has also indicated the need for executive air transportation. To meet this need there are several options available; an aircraft charter service, an FAA approved fractional ownership program, and an aircraft management provision. Any contract services proceeds from the operations will provide necessary capital to assist in financial self-sustainability for Tribal Air.

Charter
An aircraft charter can be available if the customer prefers to pay on a per flight basis.

Fractional Ownership
This allows those with the need for private aircraft but do not want the complete financial burden of private ownership, an opportunity to obtain a usable percentage of an aircraft. The Federal Aviation Administration (FAA) published a final rule in September 2003, governing operations of aircraft in fractional ownership programs. This final rule defines fractional ownership programs and their various participants, allocates responsibility and authority for safety of flight operations.

Aircraft Management / Maintenance Service
Continued contract services and potential Fixed Based Operations to maintain aircraft and manage leaseback options of private aircraft will also comprise sustainability of exempt-purpose activities.

Other Services
Tribal Air can easily expand into additional services and related business activities to ensure financial self-sustainability, while meeting identified needs for the tribes of the North State.
